I know that VC++ has a program called HCW.exe that compiles help files, however, i am using mingw. Is it possible for me to use hcw.exe, if not is there some alternative?

Never mind. I found Microsoft Help Workshop and it works just fine. Which makes sense, since a help file doesn't really have anything to do with C

That's right. I didn't really understand Quantrizi's reply.
However, Microsoft's hlp format is essentially dead. The now recommend using their HTML help compiler to produce chm files instead.
Alternatively, you may consider shipping your help files as simple HTML pages and your program could launch the browser to display the required page on demand. Personally, I can't see any huge distinction between this and chm files.
Yeah, I think using good old HTML is not a bad idea. The help files a royal pain in the ass. HCW is single handedly the worst tool in the world.
