Look at the tutorials linked in the FAQ, or search the web for some, (The Forgers tutorial is pretty good as well). You will also need a book, Petzolds "Programming Windows" 5th edition is probably the definitive book, but is an MS offering so tends to assume you are using an MS compiler. I don't know of a Dev-C specific book. Herbert Schildts books are more compiler neutral, but still tend to give MS and Borland examples where there are differences - however, knowing where there are differences may be useful if you have an odd problem at some time.
