It's an Application framework that wrappers a subset of the Win32 APIs. In other words, they (MS) wrote c++ classes to simplify the interfaces to the relatively more complex c API's.
MFC differs from Win32 API programming in that MFC is quicker because Microsoft has implemented the trivial code for you. The bottomline is MFC makes Windows programming quicker than Win32 API.
For more users, MFC is powerful enough for Windows. Nonetheless, Win32 API can do everything MFC does and much, much more. With Win32 API you are in control.
