is this solvable?

Any volunteers to download a game I created and tell me if this maze can be solved? I have not been able to solve it. I created the game base on one similar on a cell phone.

Make sure to extract the files .exe and the .pzl. Then load the game named unsolvable.
You can use the arrow keys.
Also you can create your own scrambled puzzles by just creating a text file with the numbers 1-16 with a comma following each number including the last one.
To play the game click the load button and select a game from the list.
