Just look up the thread on the keyloggers, I think the whole discussion is on "systemwide hooks" which you are interested in, actually there is little or nothing on keyloggers.

I think to adopt a system wide hook you need to create a dll and implement your hook procedure there. It will then be "injected" into other processes when they recieve a message you are looking to monitor......
There is a thread here on the windows board which covers this topic well.....have a search....
