IE7 and Firefox2 "open file" option

IE and Firefox used to have the option to "open file" not just "save".
I have a program that I want it to be opened from the browser.
I've read somewhere that it happen with files from FTP, anyone heard anything about that?
I will give it a shot using HTTP but if anyone knows about that issue please let me know
