Application for doing animated gifs

Does anyone know of any good programs for doing animated gifs?

Corel has a program called R.A.V.E. which seems to work ok. I'm sure there are better ones, however.

flash is probably the best (you can export to gif).
But if you don't want that, there's a program called graphics workshop which is pretty good. It's shareware, so it's technically free. But if you put the work out for sale, then I think you're *supposed* to pay for the software.

I did... and found it. It seems to be more than I'd like to get myself into at the moment.

yeah I'd use either flash or rave, they're probably the easiest.
