I tried one program a while back and it seemed like a great idea, but I had no one on the other end to test it with since we both needed the same program. I'll search my hard drive to find out the name of the one I used. If you do end up trying it I would be interested in how it goes for you.

You don't know anyone with a mic and a PC? All they would need is the software to accept the call.

I don't know of any good VOIP hardware, but I did a lot of research on it in college (<2 years ago). There should be a lot of good hardware out there if you look around. That is assuming that you want a standalone piece of equipment instead of just using your PC.

edit: Also, make sure that your phone company supports it. They should, but some are still behind in offering the correct switching.

I do know people with a mic and PC, but I would have to send them the software also. I should have made it clear that I did not spend too much time with the software - that is why I would be interested in finding out how it goes.

I haven't tried any as yet, i was curious as to what others may have done. I've heard one of the most popular one is invented by one the programmers who did kazaa. I believ it is called skyppe. Not sure.
Interested to see where it will go though.
