Two internet connections at the same time

Is it possible to have say a cable internet connection AND a dial-up internet connection running at the same time?

Could you elaborate? For example, if I use IE, which connection will it use? Is there any way to specify?

You'd use one browser per connection, for example, go into internet options (for IE) under the connections tab choose which one you want to use. Then open up (3rd party browser of your choice) and choose the other connection.

The only purpose I can think of is if you have 2 connections you can have one say downloading on kazza and the other you use to surf so you can surf and download simultanious without any lose of speed.

Sounds pretty dumb to me. You're not going to lose enough bandwidth downloading music/movies that it would stop you from surfing on broadband, such as cable.
