    1. Exit to DOS, if possible.
    2. format c:
    3. Press enter
    4. Enter a name for the hard drive, if you want.

    or

    1. Put the hard drive into a different computer
    2. Use My computer, Windows Explorer, or dos from that pc
and format the drive from that computer.

    > if i'm using window 98,how should i change it to window me?
Format the hard drive, then install Windows 98 to that hard drive.

Please provide more information and how knowledgable you are with what I've suggested.

Well, put in the installation cd, and from my experience of installations with 75% of Microsoft Operating Systems, you should be asked if you want to format the hard drive or not. Do it this way. NOTE: You should back up your user files and data first before you wipe the drive. If it doesn't allow you to do this, and say you already have an operating system and denies installation, then you will, unfortunately, probably need to format the drive "through the back door".

First of all, stop what you are doing. You DO NOT and I repeat myself... DO NOT WANT TO INSTALL ME. You are much better off staying with Windows 98. Windows ME is complete garbage. I don't care what your friends or whoever told you. DO NOT INSTALL THAT OPERATING SYSTEM. You will have more problems than you ever had with 98.
