Best is an opinion, read some of them and devise one : ) In all seriousness only you know what is best for, well, you.
I believe the name is: Icezelion. Search for that at Altavista.com or something. It has an abundance of Win32 MASM tutorials, and the site also has a message board, like this one, where you may seek assistance when required.
When all else fails, read the instructions.
