Uninstall Me. Problem solved.
I think PowerToys for ME has an easy option for this...however i think the max is 12 characters on a 9x machine.
i know i disabled it before.
guess ill keep ****ing around with it.

it's 8 under DOS and at least 32, but i think 128 under 9x.
