    Do these help?
Run and install Cygwin on Windows 7 ultimate
Cygwin 1.7 Adds Windows 7 Support and Many Improvements

Are you using the very latest cygwin?

Are you installing as a normal user or as admin?
If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
If at first you don't succeed, try writing your phone number on the exam paper.

You can install 32bit Cygwin on windows 7 64bit. Check if that work. Just to make sure there no any administrative issue with the 64bit or any problems with your installation file itself. And also check if you have the latest version of the cygwin downloaded as Salem said.

Very certain throught that later version og cygwin.dll supports both 32 and 64 bits version of platform.

And also check with you have g++.exe file in cygwin\bin folder?
