they're planning the same in Europe, but it's stalled because (sarcasm warning) the French and Germans can't agree on what to block, German or French sites...

First thing looks likely to be the introductionof a mandatory licensing scheme for publishing anything on the web, requiring all content to be "reviewed" to determine whether it is "appropriate".
Hailed as being aimed at "preventing pollution of the internet" with "inappropriate content" it's actually a scheme to prevent anyone from writing anyting that's not positive about the EU.

Does that mean they'll block my, the-eu-was-a-terrible-idea.com website?

Download speed is what residential people use, commercial on the other hand probably hosts servers/upload files non-stop. That is why you are having a very low cap on your upload speed.

But think about it, the only thing your probably doing is uploading school work, e-mailing an attachment and probably uploading videos to youtube. Other than that, are you going to be hosting servers and such? Probably not, so its not needed. But download speeds is where its at, especially if your into online gaming. The online gaming is where the download speeds are somewhat needed, but sometimes you don't need a really fast download speed in order to play games. All you need to know is about your ping/latency. Lets say you have a latency of 100ms, then your ping in that area will be around 100ms. The download speed is somewhat correlated to the ping/latency, but not really. Especially in games that go off ping and latency. you need a ISP that DOES NOT DO INTERLEAVING, or that DOES FAST PATH. Qwest for example, does INTERLEAVING ON and FAST PATH OFF. Comcast on the otherhand has interleaving OFF, but might have a weak connection in the area, since its LOCAL instead of private. but yes,

    D/L = games
    U/L = servers.

    thats all

ADSL - Asynchronous blah blah blah, means they sacrifice one to boost the other, upload speed or downlaod speed. Most residential customers would rather have the higher download speed, but you can call your ISP and get them to switch it, although theres usually a higher rate for 'Business class' DSL.

I've been reading about Ethernets and the whole collision detection thing, and after reading that, I thought to myself... DUH - I have ATT U-Verse - which means both HD TV and Internet through the same two wires. If someone in the house is watching High Def, and my son is playing XBox live, no wonder things are slow.

But, I don't think that is really it - because Comcast was the same thing - just a coax instead of two copper wires.

If I open the Activity Window in Safari, it tells me what is being downloaded from where, and what succeeds and what fails. For instance, I can watch the status bar and see, for instance, the message "33 of 48 items being downloaded" and so on. Perhaps (brainstorming here...) its a matter of my ISP (ATT) putting the brakes on certain websites specializing in ads or something..???

I would like to have a timing trace for how long it takes for each piece of a web page to load into my browser, so I can see what is taking so long.

Through frequency domain multiplexing, it is possible to send multiple signals over a single wire with no significant interference. This is generally why ADSL has 2 rates, it uses 2 frequencies, a lower frequency which is generally an odd sub-harmonic of the MUF for the line.
