Well, clearly, there are elements of language that are arbitrary, such as the exact words (lexemes) that make up one's vocabulary, but there is a lot of strong evidence for many elements of language...

IPA is the international phonetic alphabet... Just so you can figure out how to say what you are reading. ;)

Err... How is it "linguistically... among the most perfect languages in grammar?" Perhaps it is more regular (that is, with fewer intricacies of rules), but the designation of perfection or any level...
