| Why would you want to create one when there are ones that are open source, provide support, and are fully functional? If I would choose any of them, it would be MythTV. Personally, I haven't tried it, but it seems to be the main package that linux users like. |

| I'd say all the bits are out there for you to bring together to do what you want. But the sub-text of your question makes it look like you're looking for someone to do the heavy lifting.

| Before this, i just guest c-language can built this kind off application.. I am not C programmer or perl programmer (LINUX) , I have that project and we need to pay someone to built the application for us. |

| We have our own IP Camera, at first stage the NVR software should work with our camera then we move the next stage to diffrent brand. |
