Win32hlp.zip download

I searched this site and also searched Google/Yahoo/Altavista for a Win32hlp.zip (7.9mb) download which supports file resume. I know someone posted it on this board before because I downloaded it -- it is odd that I couldn't find it when I conducted a search on this site. Could someone please post the link?
