Most job offers do have some sort of indication in those areas.
I'm pretty sure in my personal case that I haven't got sufficient skills in the right areas and sufficiently well-paid for your project to "not be able to afford me", but I could of course be wrong. I'm just asking those questions to help clarify what you are looking for - just asking for "someone that maybe can do something that I need" is not a very well-thought out strategy for getting the right staff for a project such as this [assuming your plans are as well-thought out as you imply, you should also know what type of staff you need].
