Indeed it does, but it's a new law. A good one. I've been in a few restaurants and it's been a great change. It also shows that people don't smoke because they like it, but because they are addicted. Nobody can tell me they like standing out there in the cold rain hastily inhaling while all their friends are inside where it's warm having a beer. That's an addiction, nothing less.
But the pub owners have sued the state to take that law back, because their profits supposedly break in. If it was for them, we'd have public smoking back, because every single pub will go bancrupt if we don't. Funny how other countries like France have that figured out. If pubs would go bancrupt because of that law, France would not have a single pub today.
