I'm just wondering, is there a way at all to use raw sockets at all in a windows environment -specifically Vista- ? I have searched google with no luck on this.

I believe that the usage of raw sockets in Vista was disabled.
bit∙hub [bit-huhb] n. A source and destination for information.
If you wish to send raw packets you can try using Winpcap.
