Yes, you most definately can use KDE for C/C++ development. Also, RH9 is extreemely outdated. Upgrade to Fedora Core.
If you want an IDE, try KDevelop or Eclipse + CDT. Otherwise just use gcc and your favorite editor (vim, emacs, etc...)
