Yes, I don't see why not.
Try your luck with cygwin.
If you plan to do this without ever touching Linux, grubinstall or grub4dos will do it. I'm unfamiliar with grub4dos, but seems nice. grubinstall is what I used recently to recover from my still newb Linux usage.
