Interesting...
That was quite wacky. Seemed like a total disconnect at the end there* -- I did not catch any actual reference to eugenics. Maybe it is because he is advocating birth control?
Not really related except in so far as it is 1) timely, and 2) about the ultra-wealthy and approaches to philanthropism:
Gulf oil spill: Kevin Costner donates 'Ocean Therapy' invention to clean oil from sea; BP OK's tests
I have no idea how realistic this is, altho since clearly BP and the government have put about the value of a large cappuccino into such research, maybe Costner's project really is on the cutting edge there...
* further tangent: I actually used that image of the swastika within the MS logo in my 3D FPS breakout game (once all the blocks were gone, you were looking at a crowd of penguins ) but later re-modelled the board as a little too clicheCostner has 300 of his Ocean Therapy machines in various sizes. The largest, at 21/2 tons, is able to clean water at a rate of 200 gallons a minute - faster than the well is leaking, Houghtaling noted.

There are some who think that there is an effort afoot to sneak in a sterilization program in Africa, under the guise of offering free vaccines. Anyway, here is a bit more about the connection to Bill Gates, vaccines, and eugenics:

Very interesting take on the "true intentions" of vaccination, I think I follow this now -- obviously vaccination has had problems and casualties, altho the link to autism is perhaps far fetched (?).
Anyone who know anyone who was a victim of childhood polio (they are in their 60's by now) may want to think harder here.

Most of the alleged vaccine-induced autism cases involve the MMR vaccine, which contains thiomersal, a mercurial compound. The substance degrades into ethyl-mercury, which is presumed to be safe at low levels (a single inoculation contains about as much mercury as an average can of tuna, or roughly 50 mcg), and unlike methyl-mercurials, isn't prone to bioaccumulate. On the other hand, mercury poisoning can result in symtoms strikingly similar to autism, and it's no secret that it's affects on neurons are catastrophic. My guess, then, is that some children respond atypically to the thiomersal; rather than flush out the substance quickly, as most people do, their bodies instead allow it to migrate to the brain. You won't hear the pharmaceutical companies admit as much, of course - besides the lawsuits (which are minimized by current legislation, anyway - good luck with that!), the blow to public confidence could be disasterous to their bottom line...
