Could someone please help(Newbie)

this is a message from a semi-newbie and I need some help:
first of all how can I do the whole ifstream and ofstream thing but so that I can choose the directory for the file to be opened in or where it should make a new one i.e so it writes to 'c:\games'?
second of all, where can I get all the files that I need to make graphics, like tasm and all the rest? and also a link to a site where I can get graphics tutorials...

What kind of graphic tutorials? You can go to
www.gamedev.net, they have a lot of
tutorials on different topics. 13h, DirectX,
OpenGl, etc...
