yes, it's good.
Not quite as good as the commercial versions when it comes to tools support, but good enough for most purposes.
CodeGear's Turbo C# and C# Builder are probably also quite good (mind I'm going from experience with other products in their line, not that specific one).
Try SharpDevelop ( http://www.icsharpcode.net/OpenSource/SD/ ).
