Then C++ is not the language for you. In C++ too often just because something seems to work, doesn't mean that its right or that it will always work.

Fiddling with stuff is a good way to learn. I didn't pull all of that out of my behind, I actually am doing tutorials and stuff. Sorry for asking for help.
They are saying if you find a function you want to use, such as ShellExecute() instead of just "fiddling" with it and typing in "ShellExecute("path"); you should look it up on the docs. -ESPECIALLY- if you ask for help when you could have looked it up on the docs yourself, and King Mir is right if that's how you want to learn C++ is not for you, maybe HTML or VBScript though.
