How would I use input and output to open a web browser and then inserting text into it?

or is there some other input output file that I can use to do this, because they only open ascII character files?
Insert text where? In the address bar? In a text field on a web form?...
You probably can't easily pipe output from your program directly into a web browser such as IE. You'd be best off putting this data into a file, and then calling IE with that filename.
Incidentally, you can open a file with its default program, be it Internet Explorer, Firefox, Notepad, or whatever, using ShellExecute() on the filename. See the FAQ for details.
