Code warrior is an old IDE/compiler. Yes, you can do C/C++ programming with it.
You can download it, but I do not think it is free, and only works under certain OS.
Best bet is to google search about it's download.

The IDE runs also its own compiler with the same name. It's old in the sense that has been around for a long time. The range of products though allow it to compile for a good deal of systems. Macintosh (being the dominant one since its inception), Microsoft, Linux. It can also compile for consoles and embed systems; Nintendo, Playstation, Palm OS,...

I first started programming with code-warrior. They used to have a package with a tutorial book but I didn't really keep up with it.

No. If anything it would be for Mac.

But as I said before (it would have spared you the post if you read it), Code Warrior runs and compiles on Windows, Linux and MacOS.
