Each OS has it's own subset of features and it's own way of doing things. So for each OS, there is one kind of programming. Some are very similar, some are very different. DOS, Windos, UNIX, Mac, Consoles like PS2, you can even program calculators or mobile phones.
The best ? Well, the best would be to know it all. But I doubt anyone will ever master all of it. It depends on what you want to do with it. Windows programming's result is the most popular. Windows programs are widely used. DOS programming is easier.

There is no best. It's a matter of taste and what you want to do with it. If you are starting, go for DOS first. It is the easiest way to learn those language elements that you need in all branches.

She was so Blonde, she spent 20 minutes looking at the orange juice can because it said "Concentrate."

When in doubt, read the FAQ.
    Then ask a smart question.
