I didn't ask you to make me an animated film. I just asked for a simple program which pops up .jpgs

If you don't know how to make it, how can you claim it's a 'simple program'. For all you know, it might take weeks.
Either way, people aren't here to make your programs for you. They'll help you if you get stuck but they won't write the whole thing.

Everyone here will be willing to help you. Start by getting the basics of the program together and as and when you encounter problems and/or things you don't understand, post your code and people will give advice.
I dont understand how to display a .jpg.
its really best to look around try to find out, then come back and say "I looked ehre and found blah but, what I tell it to do is not what its doing" or somthing along those lines, good luck ;-)
Look it up on google, try "Displaying JPEGs, C++". The reason why tere is a rule is also to help people solve there own problems. You dont see John Carmack or Bill Gates calling up a friend saying, "Make me a D3D engine/OS".
