I've just tried Dev-C++ 4.9.4.1 on Win 2000.
First I put installed folder (Dev-C++ folder) in root of drive D:\ , I got the same problem likes yours.
After I tried again, I put installed folder in root of drive C:\, It works fine.
Re-install again, dont go to sub-folder or program files, put installed folder in only root of C:\.
As far as I know, the file you've attached will do nothing, because it contains definitions, and declarations only, and you should have the library, not the headerfile...Originally posted by Ride -or- Die

I attached a iostream header from VS, can't hurt.
