If you want to get started with C++, just read some tutorials, and if you have a book it will be very helpful.

If you want to get better in C++, go to C++ forums, it is very useful, then try solving some problems, or contest, even you couldn't solve them just try and ask about things you didn't understand.

I think it's as simple as this.
