A good place to start would be MSDN
i recall seeing a tic tac toe program on gamedev.net that did this... had the source code you might want to check it out
I'm sure that gamedev.net has tutorials for this kind of thing, I even read the ones on mouse control but I forget how to do it. You can download them and they'll tell you what you need.
