yes, you need to d/l some files, but yes it is. if you don't know already i suggest going to www.allegro.cc (yes .cc) there is lots of helpful stuff on allegro there. a direct link to instructions to install allegro is www.allegro.cc/files/install-devcpp.html and allegro v.4.01 has instruction in the mingw32.txt file also.
and by the way there is a dev-c++ v.4.01 and Beta 5 out now
