A lot of people will say OpenGL, but I haven't tried it yet. I started with DirectX and I find it to be really easy. If you want more info on both try:

    http://nehe.gamedev.net - for OpenGL

    and:

    http://www.gamedev.net/reference/list.asp?categoryid=24 - for DirectX

I'm working on a DirectX tutorial now that will be aimed at a complete DirecX newbie. I hope to have it finished in the next few weeks. When I do I'll post it here (html files in a zip) so you can check it out then.
