No, but it would be workable to spit out an algorithm which would get the intensity of the black or white, and use a certain color based on this. I'm pretty sure you're going to get a lot less than 16 Million shades of black and white.. maybe 256? Then again, I don't know.
This might help you but you'll have to do a little more digging around to see how it actually works.
I saw a show on how they colorize old black & white movies from the early part of the century. What they did was they extracted the RED GREEN and BLUE values from the original so they had 3 copies of the movie 1 in each color ( each was a copy only it had a RED, GREEN, or BLUISH tint to it). They then blended the colors together by running them toghether in a layered fashion RGB front to back or some order that made sense, at the end they had a colorized movie, although the colors were a little NEON-ish.
It might be better to use CMYK values or something with more color depth.
