First of all im not programer so I dont know how to make it

Can someone make a converting binary numbers to hex and the other way around? Like hex to binary.

If you're not a programmer, there's little to no chance that anyone here will write this program for you. We're here to assist people in learning, not to do work for them.
Although you could always re-post in the Projects and Job Recruitment forum if you're willing to compensate someone for the work.
The thing is, we volunteer our time to help people, but not to do work for free.
