For 3D games such as Unreal Tournament( ), do they just program the game entirely or do they program the editor first then the game. I'm just curious about how they program those games, they're so advanced.

Well first they work on a concept (art, story, settings, level but not actual level files jut a basic sketch), then a 3D engine is designed, while the engine is in development an editor can be implemented while other companies just work on an engine till its done. I personally lik to get my engine close to finished then build an editor that uses the engine and then finish the engine while the editor is being developed so its a side by side process. But a somewhat basic engine is needed for an editor.
