If you want android application development in C++, you'd need to use their NDK.
If you just want to compile standard C++ code on an android device, you'd need to root it and install gcc.

what's the difference between using the NDK and rooting the device and installing the gcc?

One you're supposed to do, if you're going to make android apps in C++.
The second is just a hack.

The second will void your warranty. That is, unless you don't break it and unroot it before sending it in to service.
