Is Windows Template library still developed? i found a link to WTL8.0 but it says last update 2007,
i am just really miffed with this whole GUI thing, gigantic development packs incomprehensible reams and reams of wofflese, i think its probably easier to just write my own interfaces from scratch than trawl through all that again, is there anybody that can recommend a simple setup that does not require you to install a zillion gigabytes, with IDE elements included that are not even wanted, wxWidgets, GTK, QT, no good to me at the present time, or are there any 'light' installations of these available? after all, CodeBlocks lets me add wxpanels already into a project, so what elements would i need to just let me use the simpler aspects of it, allow me to compile, whatever, its just a pain in the backside.
FLTK aims to be something like what you have in mind, and I think Stroustrup (or some other big name) used it in an introductory book. However, I have never used it myself, so I cannot vouch for it.

I have always found Qt to be an extremely intuitive, well-designed, and most importantly, well-documented, toolkit. I'd really recommend you give it a second try. Of course it takes time to get the hang of it, as with any toolkit, but the polished documentation really helps with that.
For GUI I cannot in good faith recommend any C++ solution over the very simple and obvious C# solution. C# brings so much more to the table when it comes to GUIs that it only makes sense to use it. If you absolutely must use C++ then follow the advice that has been given but I wouldn't try anything until you give C# a shot. Just my recommendation. I love C++ but it is a pain to do GUIs with it and I would be doing you a great disservice by claiming otherwise.
i think i will have a look at C# as that could be a 2birds with one stone outcome for me as i think i should learn it anyhow just so's i know..
But the application in mind is a stats bashing app, that depends on fast execution of algorithms that can take a fair amount of time to complete depending on the settings. It also continually outputs the set of stats, moving in realtime, so it needs to write output figures quickly also.
It is presently coded in C as a console app as i thought this would be fastest option, how would C# compare, much difference?
Problem is have plans to commercialise it, and i think that means a GUI with nice shiny buttons i suppose. Although i have seen commercial software still in console style, like call centre traffic monitors.
I could draw my own stuff and implement it with SDL easy enough but i am not convinced about speed using it.
