    source parsers for creating documentation?

does anyone know of a tool that will parse source code files and output nice HTML tables (or nicely formatted, readable text) for making source documentation above and beyond inline comments/annotation?

i started writing such a beast, but i figured someone must have done it already, and yet google fails me.
