You need to download and install an IDE like Code::Blocks or Dev-C++. There are separate tutorials to help you do that, just search for them on Google or search this forum for previous help.
I'd recommend that you get yourself a good book, which either teaches something like Visual C++ or has it's own IDE attached on a CD. See the forum for a sticky topic on book recommendations.
Visual C++ Express works nicely if you have a decent speed internet connection. If not, I recommend finding a buddy who does since the M$ site is quite sluggish at times.
Forget C++ for now, go to http://python.org, download Python, and play around with it. There are tutorials on that site to help you. I have no idea what your programming goals are, but it's possible that Python may be all you need for a while.
