what is the meaning of "statistc program"?
EX5.8 i know it can ,but how to justify the answer?
use mathematical method to justify it?

I think you may be parsing it wrong. I read [present tense], "the chi-squared statistic program"; as in, "the thing you wrote for EX4.7".
