An array of characters doesn't necessarily mean you want a string. So, they allow you to initialize them that way for ease of use. In the original post, the initialization is legal, but not correct with regards to what the poster was expecting to happen.
They wanted a string, but they didn't get one because the array was too small, so every use of it as a string was incorrect.
