Eh, couldn't come with any good title. And kind of bored to start creating code to see what happens. Consider we use the C99 standard

    int a = value;
    int b[a];
    ....
}

My understanding is that "a" and "b" have a local scope, they can be used inside the while loop only.
But are they declared/allocated with each loop? Or only at the first loop?

Theoretically they are destroyed at the end of the loop and recreated at the beginning of the loop. The compiler will probably not keep (re)allocating storage for a, but storage for b may be changed if a/value changes from one loop to the next.
