Did you try riffling through post #2 first?
If you dance barefoot on the broken glass of undefined behaviour, you've got to expect the occasional cut.
If at first you don't succeed, try writing your phone number on the exam paper.
I support http://www.ukip.org/ as the first necessary step to a free Europe.

It seems I need to investigate the Win32 API

Is that where I should find the Win32 API on C?
Can anyone link me directly? My searches always turn up C++.. frustrating..
Well, you have to remember something: The Win32 API is in C. However, Microsoft likes to pretend that C doesn't exist (since Visual Studio is marketed almost entirely as a C++ compiler). So if you look something up from the API on MSDN, and it says it's C++, it's almost certain to actually be C. (The exceptions would be the Managed C++/CLI/whatever stuff.)

I would recommend just downloading the msdn documents or the platform sdk with the documents (I don't believe they are packaged together anymore these days though). It depends on what sort of net you can get your hands on though. If you are pushing DSL or lower speeds, I would say it can wait until one of those nights where you can just leave it to download.
