I think you misunderstood the article. He's the (only?) one that was caught and fined (appearantly found guilty in bringing down the server of the party of the Estonian prime minister - possibly in cooperation with others?).
Apparently it is not a very big news in Estonian newspapers but it is mentioned that others haven't been tracked down (which would be quite impossible if the attacks came from Russia).
