    Well, law-suits are "civil court matters", which means that anyone can, technically, sue anyone else for any matter they fancy. Whether the court actually spends more than 5 minutes on the matter is a different story.

    It's either a hoax or the guy is just mentally ill and in that case it's not that funny.
