nothing works plz help

yesterday my system suddenly stopped working:
when i click ...say... MS word nothing happens.
Even then Shut--down function is not working...
I cant run a V-scan as my Norton antivirus is not working either.
Please help.

What have you tried to do to fix it?
What OS?
What processes does the operation manager say runs?
What does it do when you try to run a program?
Is there anythiny thing that works, Notepad? The clock?, Screensaver?
