I never smoked... I used to not mind people smoking, but for the past few years, I literally can't breathe when somebody's smoking... it's not the smell... I don't mind that so much... it's just that my body won't let me breathe in the smoke...

Yup, the misusage of reputation system. We're aware of that and we're not gonna prevent that from happening.
Anyway, to stay on topic I don't smoke and I was so glad when my university enacted the policy to smoke 20-foot away from building. Dorm residents couldn't even smoke in the balcony. They have to go to distant basketball court to smoke.
